Fair use of WA logo?

I know well that the use of the WA flag for one's nation or region is illegal, but is there a "fair use" policy allowing players to adopt the logo itself, if it does not exactly resemble the WA flag? (Example here: Nullarnish WA Mission.)

If I've inadvertently landed this person into trouble, I profusely apologize, but it seems to me that kind of use would be permissible, no?

Wouldn't just about any use of the WA/SC/Commendation/Condemnation flag/symbol be obviously not intended to deceive so long as the nation isn't called "The World Assembly" or something and contacting newbies about joining him or something...

Deceive, mislead, whatever. If it's clear it's an edited version of the image, rather than the image itself, it's OK.
