Your forum sig is supposed to be a brief introduction to your nation or a couple of things that are important to you. They're not meant to be your entire history, culture, and essentials of graphic design. That sort of thing belongs in a Factbook or Dispatch. You link to your important Factbooks in your sig.

That said, all you really need to do is lose some of the formatting. Losing the box and [pre] gets you under the limit. Losing the hideous multicolor text on black background would make this sig editor happy. I hate that garish crap.

Smaller text is irrelevant to line count. You had 9 lines by actual count, including a blank line for separation. Given that the text colors were effective separators, I removed the blank line. It's now legal.

If I understand your question correctly, you're asking if someone else can mention your nation name or quote a post of yours with or without permission. As long as the content is non-rule-breaking and was posted on this site, I'm not seeing a problem with it. The mods aren't going to be able to verify permission on request. If you don't like it, you're welcome to contact the offending nation directly via telegram and request removal. Mods will not enforce such requests.

If somebody posts "Examplestan told everyone on Discord that he's a Satanist Pedophile Nazi", that would be illegal. Ditto if someone posted something about your real identity from Facebook or elsewhere.
