Legality Concern

Hey guys,

The Model World Assembly proposal is 5 approvals away from being in the queue and a possible legality concern hasn't been properly addressed by the author.

As I outline in my post here, I'm worried that since the only thing the proposal actually requires us to do is educate about the World Assembly, it duplicates what's said in A Promotion of Basic Education. My reasoning is in the post linked.

I'd just like to know if my concern is legitimate or if I'm reading something incorrectly.

It does a bit more: "creates" MWA conferences, multiple ones in a nation and at least one at the World Assembly building. It would certainly be mild if it were a varied-strength proposal, but that doesn't make it a completely goes-nowhere,does-nothing prop.

I don't see a duplication, either. It would be entirely possible to educate kids about "their nation’s governmental policies, processes, civics, rights and freedoms" without touching on the WA; all you've got to do is RP that they were that way before the WA, and attribute them to your own brilliant government. Or you can be a rogue nation that, while being a member, deliberately skates over the entire existence of the WA (you don't have to look too far in RL before you find States that present a skewed picture of the world via deliberate choice of textbooks). As to "fair and impartial recollection of historical national and international events, politics and society", that can be read to mean "teach history"; then it just depends where a nation draws the line on where "history" ends and "news" begins.

If you think about #GA35 or sundry Freedom resolutions, we've allowed subsequent proposalsthat focussed on specific aspects of how those very general rights were applied. So long as they didn't change the direction, we haven't treated them as attempts to amend. True, Basic Education is more detailed, but I think this prop fits in the wriggle-room.
