It seems to me and other people that it kinda creates an IPF to issue these "warrents". And last time I checked IPFs are illegal for WA proposals.

The draft doesn't form an International Police Force. It creates a treaty, plus a bureaucratic organisation to administer the terms of the treaty. The police forces involved are national and remain national throughout.

This is not saying that the proposal is legal, just that it's not illegal on that point.

EDIT: If the WA were co-ordinating the activites of the police forces towards a goal that the WA set, then it'd be illegal. But it's the would-be arresting nation that's setting the goal.

From what I can tell about the Proposal, the commitee that it establishes would issue a warrent for an arrest for a criminal in a foreign nation and then make the nation that the criminal is is extradite him/her.

At the invitation of the thread starter, here are my thoughts.

I do not believe that the proposal would be illegal on the basis of creating an international police force. Ardchoille's ruling looks right on the money to me. The WAEA agency it creates doesn't do anything except issue warrants, which are authorisations for national police forces to act. In particular, the text

the nation who has been the target of such a persons unlawful actions has the right to apply to the WAEA for a international search-and-seizure warrant, to arrest the person in question, and bring them back to their own nation

makes it quite clear that it is a national government actually exercising police powers, and not the agency created by the proposal, which only authorises such actions. Of course, in my opinion, it has no place as a WA resolution, but on basis of things that should be discussed in that thread in the WA forum, not here.
