Creating my own region

I have searched everywhere and for the life of me cannot figure out how to build my own region. Can anyone help? Please?

Near the top of your current region's page (just above the Census Report), you should see a line that says "Tired of life in <your region>? Move to a new region!" Click the link there and then click "Create a New Region" on the page that comes up.

On the following page, type the name of the region you want, a brief description of your new region and then click "Create Region". Enjoy!

I'm not sure if this really belongs in this thread.
I created my own region, but now I want to delete it. As the founder, is there some way to do that, especially since I was the only person in that region?
Do regions get deleted automatically if there are 0 nations in them?

ooc: yes, they do. That's why when regions are "Invaded" by some other group, if the group is successful then they will leave behind one puppet nation as a placeholder.
