Open it in preview or picture viewer, and make its dimensions smaller (or save it in a different file format).

Some formats are better than others for specific flags. My flag was way over the limit when I tried PNG, and JPG was not as high quality. I tried GIF, and it was under the limit, and just as high quality as the PNG file.

GIF loses a lot of color quality, so be wary if you want to retain certain things. The best thing to do is use a file export preview function (I know Photoshop has one, so does Paint.Net [free and epic]) to view what data will be lost if you save it as a .JPG or a .GIF. I would recommend saving the file as a .PNG and keeping that as a main file in case you want to edit the file again, and export it as a .JPG or a .GIF to lower the filesize. Then upload that .JPG or .GIF image as your flag, but use the .PNG image if you are including the flag in a post (by uploading it to a website like PhotoBucket or Imageshack). You can also try shrinking the size of your flag to lower the size of the file. Generally however, the image size can be reduced the most by changing the color scheme to a more basic one, and it doesn't get more basic than the 256 colors supported by a .GIF. Be wary though, if your flag has specific colors you want to keep, or if it has specific details like a gradient, the .GIF will ruin those, so make sure to save a backup as a .PNG. On Lineartinc, we have a saying, "PNG or GTFO". You generally do not want to save pictures you draw as any file type besides a .PNG, due to the loss in quality. However, in order to meet the size requirements that NS uses, it's quite acceptable to change the file type in order to meet those restrictions.[/filetypepedantism]
