Preemptive TG blocking?

Is there a way to preemptively block telegrams from a particular nation?

You can. Click on the check box next to that nation's telegram and click, at the botton, "Add marked senders to ignore list".

Preemptively? No, there is no way to do that. You have to receive a telegram, before you can block the sender.
