The game doesn't know all these roleplaying variables, understandably. Glen-Rhodes has a progressive taxation system, for example, yet the game doesn't reflect that the lowest tax rate would certainly not be anywhere near 77%!
Considering that Bears Armed is spending so much on education and law & order, it makes sense that at least some money is coming into the various governments. That 9% is total taxation, not just income taxation. To reconcile it, that 9% makes up customs duties and however the confederated clans collect taxes.
