On the issues page their is this. I never really noticed this before but does it make sense to have this in every nation issue page as I doubt their very few nations in game who actually have a Parliament? I know the text is just for favor but couldn't it be changed to something that fits all nations?

It would be nice if we could modify it. I wouldn't mind it if it was enabled through issues, like leaders and capital cities are.

If not that, it might be nice to have it be a function of your Government Type. So if you're a Dictatorship it just arrives on your desk, etc.
