Nation Religion?

I saw there was a thing in one nation's description that said his national religion was such and such, how do I make a national religion? Its next to national animal in the description paragraph.

I heard from someone I have to get a certain issue to unlock that, but I am unsure. What issue is that, just so I wont vote the wrong way without knowing? And how long will it take to get that issue?

Also, I have seen other nations having a different title (like "The Holy Nationalist Stronghold of Kusatsu" or something of the like). What does it take to change my title like that?

On religion, I'm not sure, but I think it's an issue.

On titles, your pop. has to be 500 mil and then you can make a custom title.

Religion and other things have come recently through issues. You get the issue and you can get the choice.

So what issues are they and how do I have to vote on them to get access to such changes? I saw another nation who had been able to name his leader and his national capital.
