Region Founder's administration not working

Whenever i go into my region's administration page, i get the factbook entry and the admin tools as well, but they're greyed out and unusable. I had been offline for a while, but i recently returned. What is the problem and how do i fix this?

Um... the problem is you're in Lazarus, the region where all newly redounded regions go? It's a game region and thus has no founder, which is why you cannot use the administrative tools.

It's not only that he's in Lazarus, its also that you can't use the administration menu unless you are the region's founder or delegate, if the delegate controls are left on, mind you.

Well, yes but I believe the problem was more something along the lines of, he was in a region of his own creation, his nation lapsed, and when he revived it, he assumed he would still be in his own region from before. So when he couldn't get into regional administration he thought something was broke.
