what is that option for?

i got it when i answered for option one on a issue over it, but i haven't seen it in my NS page other than a mention that 'Georgetpwn city' was the capital when i changed it much later.

should it be on my NS page?

It's on the settings page.

but should it show up on the nation description, instead of being buried in the settings page?

It will show up in your national page starting now, after you answered that issue. It's a new feature, and is still being worked into the descriptions.

er, i thought you were looking for how to chang it. if you already changed it, it should be in the second paragraph of your nation summary. On my nation page, for example:

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals devotes most of its attentions to Commerce, with areas such as Religion & Spirituality and Public Transport receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Vilvek. Income tax is unheard of. A powerhouse of a private sector is led by the Gambling, Soda Sales, and Book Publishing industries.
