When you do that what tells you How much money you have in your treasury?

It'll give you a break down on how your government allocates funds. Presumably, if you have a 1 trillion dollar defense budget, that's how much you have to spend on defense.

I'm sure the players in II could give more detailed explanations, expectations, and so forth.

When on the National Information and Factbook forums, most people will want to know what equipment your army has, so when that comes up, look at your Defense Budget, then work out how much you have to spend. It also shows the amount of taxes, money, and such for each city, and average person gets annually.

So I subtract the price if the stuff I bought and then I keep track of the new number?

Yeah, generally - although everyone has different time limits. So, a day for me is about a month, in NS terms.
