It'll give you a break down on how your government allocates funds. Presumably, if you have a 1 trillion dollar defense budget, that's how much you have to spend on defense.

I'm sure the players in II could give more detailed explanations, expectations, and so forth.

Yeah - that's what the budgets are. When on the National Information and Factbook forums, most people will want to know what equipment your army has, so when that comes up, look at your Defense Budget, then work out how much you have to spend. It also shows the amount of taxes, money, and such for each city, and average person gets annually.

It doesn't - that's where your brain comes in. You'll have to work out how much it costs, then take it away from your budget. If you want to change it, it must be done through issues. Once you've chosen your choice, it'll take a few days to respond.

Yeah, generally - although everyone has different time limits. So, a day for me is about a month, in NS terms.
