[Bug?] WA empty voting screen looks weird

Thread title says it all. Image spoilered below:

There's abyss between the queue number blurbs and the "No resolution at vote." text that feels unintentionally weird and empty. I was wondering if this is a choice, a bug, or a byproduct.

The space for an empty resolution is so the rest of the text (Recent, Resolution, etc) lines up across the two chambers:

Aaah, that makes sense. I presume that if both chambers were to have no proposal at vote it'd look more normal. I guess it's preferable to the end texts being misaligned. Thanks anyway!
