Is Osthia an administrator because he sent me this "I may not be a delegate, but I know that your proposition is too vague. What is the proposal about? How do you think this will help the WA? And why is this important?" and my proposal isn't up yet for debate yet and i looked him up and it doesn't look like he is.

No, that nation is not an administrator. They're simply asking you some questions about your proposal. As of right now, your proposal has been posted in the Silly and/or Illegal Proposals topic.

Typically, to avoid this stuff, you should post your proposal in the World Assembly forums before submitting it.
