The API should specify what 'nextissuetime' represents

It represents seconds since Unix epoch. There's no documentation on it and I couldn't find what it represented with a search on google. This might help someone in the future when they look on google so I'm just going to leave this here.

Several other shards are described on the API documentation page as using Unix epoch time, so I guess it might have been taken for granted. It's a very common time format in computing in general.
