How do I make my region able for new nations to auto join

How do I make my region able to accept brand new nations (as in nations just created) to automatically join my region?

You can't. That role is limited to the five game-created Pacific regions.

But what about restored nations? (Because when I've had to restore this nation, it's been restored into regions like osiris and lazarus) or is that game-created too?

Those are game-created as well - refounded nations land in Osiris, Lazarus, or Balder.
