The interesting point is that Weather is
both positively correlated with some stats that are typically seen as good things (Environmental Beauty, Health),
and negatively correlated with other stats that are typically seen as good things (Culture, Intelligence), which means that if you just try to raise all of those stats whenever you get the chance, Weather itself will wander around rather randomly based on which issues you've gotten lately, sometimes seeing long strings of decreases and sometimes seeing long strings of increases -
without having any
actual randomness in its computation at all. I find that I seem to manage a slight net upwards trend, but there are often long periods where Weather just seems to keep going down and I wonder if I'll ever manage to get it back up to my previous maximum, although eventually I always do.

Hey, we like outdoors races as much as the next pony, but we still have our share of introverted bookworms.
Besides, bears do live in houses, although they have rather varying opinions about exactly how hard/soft the beds should be, etc.
