Banner over-generously granted?

The text for the new banner Fall From Power says "Pass a World Assembly resolution and then lose all of your endorsements".
I can see why it's granted to Co-Authors as well as main authors, presumably by keying it into possession of either or both of the WA authorship badges, but Bears Armed has just received it even though our 'GA Author (x2)' badge was earned years after this nation ended its brief membership of the WA & so lost all of its endorsements...
If the intention actually was to give this banner to all nations that have any WA authorship badges but are currently not in the WA, then the accompanying text would seem inaccurate, and needs re-writing.
If that was not the intention, and so Bears Armed [for example] should not have received this banner, then is some sort of re-coding of the eligibility conditions in order to fix this glitch possible, or are we left with (1+ WA authorship badge, & not now in the WA) as the only way of handling it?

The banner is being awarded correctly, and the text doesn't seem misleading to me. Your nation has both passed a WA resolution and subsequently lost all of its endorsements.

I never intended this banner to be overly restrictive - getting a WA resolution passed is difficult enough - but I can see how this particular scenario wouldn't fit the text.

Can you confirm that both of your badges were awarded for being a co-author after resigning from the WA?

I'm certain of that.
Bears Armed joined the W.A very briefly before handing the job over to Bears Armed Mission, and never resumed membership after that.
The earlier of Bears Armed's co-authorship credits was for G.A. Resolution #199 'Sustainable Fishing Act', but by that time Bears Armed Mission had already been the [main] author of both G.A. Resolution #87 'Meteorological Cooperation' and G.A. Resolution #168 'Law of the Seas'.

However, I have been in the WA for the entirety of the badge's existence, and don't intend on leaving soon. Am I eligible for the banner, or would I have to leave the WA again?

There’s no historical stat for WA endorsements, so no. If you currently have endorsements, it won’t trigger till you lose them.
