Can you search for dispatches?
This feature seems to not be implemented. I'd like a way to find certain dispatches (currently 'Unofficial Guide to NationStates icon font').

Does this feature exist and how do I use it?

Doesn't exist in-game. I suggest doing a google search for site:nationstates.net "Your Dispatch Title"
The quotes are important as it pattern matches that string precisely, so it won't fuzzy-match like it usually does. If you don't know the title but you know some keywords that might be in it, you could do site:nationstates.net KEYWORD | OTHER KEYWORD
The | character is OR, you can also use full text search of the dispatches by doing intext:my search terms.

One other thing - I believe someone made an external dispatch searcher earlier this year. There’s a topic in the Technical forum somewhere, you might want to search for it.
