I wanted to know if I make a resolution to be approved in WA and it is illegal, watching the comments of the people who approve or not the resolutions before they are voted on, I wanted to know if there is any problem if I delete my old resolution and send another one with same context but within the standards, and if I do it more than 1 time, it can be banned or not.

That is plagiarism and is very much against the rules. If it happens, you can report it (assuming someone else doesn't first) and it'll get pulled by a moderator. You will still be able to submit it yourself later.

Yes, but not right here in the 'Technical' section: GA proposal drafts go in the GA section, and SC proposal drafts in the SC section, of course.
