the current flag of the afghanistan represents a government that is no longer ruling the country-- it should be switched to the flag of the taliban/islamic emirate of afghanistan to better represent the list of flags currently in use.

If we want a flag that has legitimacy and doesn't have the taint of jihadis and war lords then Daoud Khan's flag is the best choice:

There's not really a policy that I'm aware of.

But https://www.un.org/about-us/member-states also has the "old" Afghanistan flag. So meh, we won't be in a hurry to change.
