How to download NS telegramming mod?

Hello! I am currently attempting to recruit for The great storm, and I have every piece needed but the client. I am trying to use agadar's NationStates telegrammer on Github. Only problem is, I have no clue how to use this client. Could someone help me out on how to use this client?

Make sure you have read this, and this. Everything is already explained there clearly.

Go here to download Agadar's client. See that Executable Jar File? Hit that and it will download. After downloading, open that file and everything else is self explanatory.

I couldnt get to this page before. I updated to the latest java, and the API is working now! Thanks a lot!
