Sure, someone may have a large army, but it really depends if they're willing to use it.
We have a pacifism stat, which could measure the opposite.
I like this and have advocated for it in the past.

Popularity is a redline no go. It will always be denied by default.

How is it functionally different from Civil Rights? As others have mentioned, Social Conservatism exists as a stat so that people with very low civil rights have something that goes up as consolation.

As an inverse of corruption, I could see it put in.
But generally I worry about whether that can be put in. Issues always assume the government is capable of carrying out whatever the leader's will is. If it gets sufficiently low, wouldn't it start to mess with everything else as the government is too disorganised and corrupt to get policy through?

We have stats for lifespan, health, food quality, pizza delivery industry and, most crucially, an obesity stat. Not sure what new niche this would fit, though happy to hear it.
Immigration and Emigration would likely be considered too close to being a popularity stat. Not opposed to it, mind, but would need some real thinking to get done.
A good idea.
Isolationism presumes the leader's temperament on the world stage. That said, autarky and pacifism are both tracked things, so isolationism could work. Might be measured in ''summits missed''.
