Don't know if this is the right place for it or if it should be in a WA-related thread, but at first glance, this hadn't been answered. So, if the reason and situation occurred and the resolutions somehow passed, for instance, a nation invaded other regions than defending their own, could a nation be both commended and condemned at the same time, and if so has this ever happened?

Yes: Sedgistan held both badges between April and June 2011. (Sedge was Commended for his work as a defender and SC author in March '10, Condemned for... erm... making TRR's forum pink in April '11, got his Commendation repealed for couping TSP in June '11 and got his Condemnation repealed because it was shit in November '12.)
