Is there any way to decide/change the policies of your nation, or even increase the rate that you get issues?

To change the policies I think you have to wait until you get an issue that has the potential to reverse it, and “No Throttle” is the fastest you can get issues. I’m not sure about the exact time between issues for that.

You can change your policies through issues. You can also change the throttle of the issue “making” speed in settings.

Only through issues, though frankly, I wish they'd let us set at least some policies ourselves when we start up or change a policy; sometimes you end up with policies you didn't really want.
