It's the modern way of growing your region. If you want to turn them off, go here and turn the recruitment setting to 'Block All'. Although while I'm here...wanna join the Rejected Realms?

It happens to every nation that gets founded. If you want to stop it, look at the other nations response. It will eventually die out, but you'll have to dig through alot of recruitment tele's to get to a specific telegram.

It happens to all new nations. You should be able to change the telegram settings so that you receive fewer messages.
