If I am understanding correctly from the post- Yes, you can have two different nations in two different regions. You can even ahve two different nations founding two different regions I believe. The only hard cap on nation number is with the WA I believe, where only one nation can be in the WA at a time.
This nation is a consolidated lore repository for the greater canon in which the nations Arkeyana, Gladian Imperium, and Trifexian Network reside in, without creating far too many puppets.

With puppets? Yes you can. However If you let your region abandoned the region will vanish(If nobody Is Inside of the region) This Its very common because many nations refound other regions and they have probaly more than two regions.
