Help with mass telegrams

Hello,

I would like to obtain some information concerning mass recruitment telegrams sent using stamps and "tag:new" command. If I send such a telegram to specific amount of new nations:

1.) will it be sent instantly to that amount of new nations or will the telegram be sent to a couple of new nations in a span of some time?

2.) will the telegram be sent only to nations who have "recruitment telegrams" turned on in the settings?

1. I BELIEVE that it sends to new nations as they are founded, i.e. next 2500 nations to found after a tag:new2500 tg is sent will receive the tg unless they turn off mass tgs before they receive it, which brings me to #2.

2. Yes. After 24 hours you'll get your stamp back if the tg is blocked.

Recruitment TGs get placed into three queues, depending on whether they're sent manually, using the 'API', or using stamps: I'm not sure exactly how it works (just overall? or actually per potential target nation?), but there' some sort of alternation between those three queues for the order in which the TGs get delivered.

As I understand it, all the queues have the same priority, and it alternates between the three queues equally. But there are usually more people sending stamp telegrams than API ones, and far more API ones than manual, so it will take more time for your particular stamp telegram to get sent. (/notamod).
