So I got a message from the nation The Moose and I'm wondering if this is a hacking attempt. They said,
"Please log into "Moosh Moosh World" now. I will wait a moment for you to do so.
This next step is how I make sure that nation is yours. Please go to this page: https://www.nationstates.net/ (login verification page).
Copy the code from the verification page and send it to me."
Is this a hacking attempt?

No, it is not.

The Moose is a puppet of August, the keeper of a Discord bot called AugustinAndroid v2 (hereinafter AA). Whenever you try and add a nation to AA's NSVerify tool, AA will direct you to the login verification page to confirm that the nation you are trying to add is yours - not to gain control of your account (otherwise August would be DoS multiple times over by now!).

If you mean this: [https://www.nationstates.net/page=verify_login] then no, nobody can get access to your account using that code. It's just used for verifying that you are logged in as a specific nation. Offsite forums and RP use it to verify the nation is yours.

Edit: Also, this should probably get towed to Technical. But as an aside for future reference, gameside issues are reported via a GHR.
