Proposal: NSCS/Abolish Card Auction System

This proposal is designed to replace the Auction System with a NationStates Card Store. The NSCS would act as a monopoly for card sale and distribution with all prices set at Junk Value per rarity tier (similar to how a government post office distributes and sets legal prices for postage stamps). The proposal would permanently end price inflation, eliminate scarcity issues, greatly weaken the benefits of card farming, and dramatically reposition gameplay options to the benefit of the vast majority of NationStates players.

There are a few changes in the hopper, and they'll be introduced over the next days, weeks or months. The first one is now active:
TCALS is now disabled, i.e suspiciously high bids for low-value cards no longer improve the chances of that card being generated in future packs. Previously, suspicious bids had a 0-100% chance of being flagged, depending on how suspicious they were, and pack openings had a 1% chance of pulling a flagged card that was currently at auction.

TCALS was introduced to resolve one problem, but it didn't actually resolve the problem of cash transfers ... and unintentionally created a new problem. I'm hoping this will stop the artificial generation of hard-to-find cards via the Pull Events that some players (including myself) used. We've disabled it without prior warning to avoid a rash of pull events trying to take advantage before we removed it. If you were a fan of Pull Events, sorry.

Please do not use this thread for comments on TCALS removal or . Use this one instead.

Essentially the idea is to expand the market to include more collectibles beyond cards, including user-made buttons, coins, stamps, and ribbons — which could be produced by regions, organizations, or individuals and gifted, bought, or sold on the market.

Proposal: Market Value Decay

The thought process: So there are tonnes of cards currently "worth" thousands, however we will very very rarely see them make that kind of money on the market. In real life TCGs, if a card is on the market for £180, but it will not sell for £180, then it's not worth £180- why is the same not true on NS? In order to gain a more accurate MV, a time based system could be created which see's cards that are not sold reduce in market value, to encourage either sales of that card, or push inflation to become more community oriented (no more PEs? How about an Inflation Event!)

How I think it would work: Theres 2 ideas for how decay could work (I'm using 28 days as an example cos its what's on the Sales graph, but that's not set in stone in my head- I think 2 would be better with a 3 month period):
1) Every 28 days a card is not sold on the open market, a 10% drop in the estimated MV occurs. If it is sold in the last 28 days, then its MV remains the average of the last 10 sales.
2) MV is calculated via sales in the past 28 days. This could mean potential 5k MV cards becoming worthless overnight.

Clarify the usage of Bank as the term used for both the value and price of things in the Cards Game
The International Artkwork stats uses bank as measurement
