Can users no longer delete their lastest posts?

Nope, you can but if someone replied to them, you cannot.

If someone replied and then deleted their post, you are no longer the "latest poster" and cannot delete.

1. Yes you can. I deleted a post once by getting someone (by politely asking) who responded right after it to delete their post.
