My nation turned a year old, didn’t get the Autumnal banner

So from the description of the Autumnal banner it seems that it should be received when a nation turns a year old, (If I am wrong on this I’m sorry for this post, please explain what it actually means) and my nation has turned a year old but has not received the banner. What is the reason for this happening, if any? I’m trying to gain (eventually) every banner except rock of ages (since I can’t get it) and not receiving the Autumnal banner has me worried I won’t ever be able to complete such a task.

The banner might be awarded at the twice daily game updates (currently 4 am/pm UTC), instead of the instant when your nation turns a year old.

Yes that seemed to be the case, I guess I was founded at a time pretty far from both game updates.
