This suggestion would also be for stamp TGs, so I think there is still a benefit, plus easier accessibility for everyone is good for recruitment.

I'd argue by making stamp TGs more practical, the market for stamps would increase. If people believed more in their return rates more people would be willing to spend money on them. A lowering in quantity of stamp bought mixed the an increase in people buying stamps would make a fairly neutral net of total stamps bought. It would instead simply create a better recruitment system.
As I've said before I believe this to be an easy fix and not perfect. A more in-depth fix would favored if there was interest to develop something more, but this is at least a step in the right direction.
