What exactly do you mean by "cyberattacked" or "cyberterrorism?" Is someone sending you abusive messages? In that case, send it our way with a link to the offending message(s) and we'll deal with it. Are you getting bad login notices? Sometimes those are malicious, but most of the time they are a result of another player mis-typing their account name, or a player mis-typing their own password. (Goodness knows I've done that to myself often enough over the years!) Still, bad logins can also be reported to us to look into.

The terms you are using are too vague for anyone to provide particularly good advice since it's so unclear what it is that you're seeking help with. If it's an issue on the Nationstates site, contacting the mods should always be the first stop. If a situation requires a law enforcement report, we're the ones that have access to the back-end identifying information that law enforcement will need.
