You do that by answering issues.

*if you mean a new policy that gets rid of currency rather than makes it digital, I don’t think it would work. There’s countless reference to cost and currency in the base.

Doesn't the same thing happen with religion despite having the atheism policy?

There's numerous religions referenced in your issues, and if you don't have a national religion, the issue has a placeholder: "a major religion".

However, a policy that says "This nation has adopted digital currency" would be rad.

As Luna says, I think it would be simply impractical. There are over 1400 issues with numerous references to currency in the base. Not to mention anything for which currency is used (taxes, funding for various projects, etc.).

My best suggestion is that players who wish to have neither physical nor digital currency make their currency something non-cash related like "citizen credit" or "sentiment" and write a factbook about the non-use of money.

"Bartered good" works as a good "currency" field replacement. Imagine, soldiers with multi-million bartered good battlesuits. Now that's a sight worthy of a factbook.
