I think that the economy and the GDP spending should be more dependant on the player himself.
For example, Players should have the ability to put higher spending on their industries.
Or They could put more spending on Various Governmental Sectors in the GDP.

That's not the point of the game, this isn't a micromanagement game where you can manually adjust every little detail to your liking.

This is already a feature. If you want a big basket weaving industry, for example, then select options on issues that would result in a larger basket weaving sector.
