As Eluvatar has previously stated here, its a bug that "happens when moderators have to delete a significant number of posts, which causes a regional message board to have fewer posts than the system expects".

But that makes no sense considering every region is having the issues.

In this case it wasn't that same bug, but a worse bug created by my tweaking the indexing code to speed it up because we're doing some reindexing whenever a mod deletes posts. I did the equivalent of mixing up the dishwasher soap with the kitchen soap, it wasn't pretty.
