is there an ability to see a nations history in such a way that it would describe what their flag was before - after they changed it?
what i mean is. say a nation changes its flag now. can you see what the flag was an hour ago through some search of some sort?

Not on site. Some third party sites maintain an archive, but it's not something that runs in real time. You could probably see last month's flag there, but not the one from an hour ago.

The Internet Archive is probably the only place saving photos from NationStates, however it does it rather inconsistently every few months:
