You don't, at least not directly. It automatically updates once per day as long as your nation exists.

Population increases over time. The longer your nation is around, the larger your population. It's almost entirely out of your control.

This is disinformation.

Nations are founded with 5 million population. It slowly grows by 1 million until day six, 2 million until day 12, 3 and 4 and so on and so on until day 22 when you will get an increase between five and seven million per day.

You do not need to do anything. Your population will grow steadily on its own and is not affected by your nation's policies.
