That already exists. A new card type is the discussion, since volunteer staff do not “take up” a slot then at least that is not a problem needing a resolution. The idea of a cooler color and name that is more rare or even equal in value to legendaries is on the table, called mythic. I think the confusion is around what roll would it fill?
Again i would suggest it be a role that takes from the active but not current legendary cards, so epics, even ultra rares, and focus on differing criteria the non farmers, non currently legends have. Wont someone thing of the roleplayers?
Alternately it could use the existing system and simply replace the term and color legendary. Make it about random draws and eliminate the card pull party exploit and eliminate the ability to farm them which is currently widely abused within the card community.

We weren't when we were first modded, but some of us have been doing this for 17 years and counting, so... you do the math.
EDIT: But we should probably get back to the actual topic of the proposed additional card rarity and away from "How old are the mods?", that's not really related.

As a professional brand developer in real life, I can honestly say..... distinctively visual content sells, even if there's no added monetary value to the product in question. The more unique, attractive, or eye-catching that visual is, the higher value it often takes on -- even if that value is only perceived in the eyes of the viewer.
