Yes, you're allowed to buy as many copies of Supporter or Postmaster or whatever for your puppets (though it might get expensive quicker than you think - $3 per puppet times only 20 puppets is sixty bucks!). And no, it shouldn't matter whether you gift them or purchase directly, it's the same price either way.
