Do WA endorsements for a region remain when you leave it and come back? I made a region for my puppets and returned to my old region, and it seems my WA endorsements are still there. Is this intended?

Yes. They update only at the twice-daily game updates (which start at 12 am and 12 pm US eastern time)

It’s possible to update surf - leave a region, and move around in such a way that you never update - but you have to know when updates are occurring and be online at that point.
