How do I write an issue?

I thought that I needed a population of 50 million to write an issue, however, I now have a population of 56 million and I still don't have the option to write an issue.

Does anyone know why this is?

You need 250 million population to be able to submit an issue.

Oh, so that's why, everywhere I searched it said it was 50 million. Thanks for letting me know though!
