Are Organization TGs functional?

A year ago or so, I found a template for an “organization” telegram couldn’t be sent. The error message was “you are not authorized to send this telegram template” but I noticed at the time that another player, August, reported the same error and the Admins didn’t respond at that time. So my question is, do we know if organizational tgs are working?

(I didn’t report it at the time because I didn’t want to draw false alarm that I was creating a defender org or something, it was a test tg for a friend about a cultural group )

I just experimented, created a telegram template, tagged it as recruitment for an organization, and attempted to send it to some of my puppets. It allowed me to make the template, but it did not allow me to send it, saying that I was not authorized to. I will test with a nation that's authorized to recruit for a region but I believe that the answer is currently no.

Edit: I just tried with the founder of my puppet storage region (Otionicka). Note that recruitment there is open to all residents. It again told me I was not informed to send the template, so it definitely seems like the system is down.

Edit: They appear to work when you send non-mass telegrams. I was able to send an individual organizational recruitment telegram to two nations, but it did not work when I sent a telegram in the form of a template.
