Banners are boring. You have to wait forever to get through them all.

If you want to showcase a particular banner, you can easily set it as your primary banner, or just reduce the number of active banners (even to 1).
I can't think of any other customisation that would be better done by making it an unlockable game feature than by simply making a factbook.

That's all of your stat badges, government information, policies, and banners.

Most of the game is already centered around giving you stuff for answering issues :P
