I have a maxed out economy freedom of 100 for years now, no matter what I do. Is this a known bug and how can I solve this problem?

To add to what the above posters have said...
1) Your economy isn't maxed out. It's now at 100.01 and definitely can grow further with the appropriate issue responses.
2) Changing it significantly is much harder once you're at such high levels. You'll usually only see changes of +.01 or -.01 at your level.
3) Tip - Subsidizing business tends to improve your economy. Always pick those types of options and you should see your economy stat improving. Slowly of course!
