Idea - Executive Officer

Postby Comfed » Fri Aug 07, 2020 7:12 pm

What if regions could appoint something like an executive officer, who had the executive authority? Currently only the delegate and the founder can have this authority. Now, I'm not advocating for a "get out of jail free card" for GP, but it might be a viable solution for founderless regions who don't want to attempt a refound.

Now, obviously you couldn't just make any old crank an executive officer! Here are some ideas to regulate this:

  • Large influence cost
  • Time limit (like how delegates can't appoint border control officers more than every 26 hours)
  • One per region
  • Not for regions with a founder
  • Limitation of powers (for example, no granting other powers to this officer)
  • Same ideas for dismissal of officer
  • Higher influence cost for performing actions such as using border control

Opinions, suggestions and comments are appreciated! :) Keep in mind that these are only ideas.

I think it's an idea worth considering. I can imagine scenarios where this would be useful, not just for active founderless regions but also for foundered regions (for example, suppose the Founder is on vacation without internet for a few weeks, but doesn't want to pass on their main nation, particularly since that's discouraged by the modlies).

Going through your ideas:

No other appointment has an influence cost, so I'm not sure why that would make sense in this case.

I do agree with this (applied to Delegates, not founders). A balancing act would have to be found - long enough to not become an additional tool for the short-term invasion game (who already benefit from BC ROs), but short enough to not be an inconvenience.

Spontaneously, I'd say a week seems like a good idea. That's a reasonable time frame to wait to make an appointment in a native case; for invasions, after a week 6 BC ROs could have been appointed already, so there's no undue disadvantage there for defenders initially, but after a week it could be used as an interesting tactic for more efficient region griefing.

Yes.

I disagree with this - see above. However, I can see a case being made that a Delegate can't appoint an Executive Officer if the Founder is alive and in the region (the same criteria by which Delegates are granted executive powers automatically). That way, for the most part things stay as they are but the more inventive ones amongst us can think of some interesting coup tactics.

Comfed wrote:[*]Limitation of powers (for example, no granting other powers to this officer)
[*]Same ideas for dismissal of officer

Why? What I would restrict is the ability of an Executive Officer to spawn another Executive Officer, but otherwise I don't see why a restriction is necessary. In the usual case, a benignly appointed Executive Officer would be a trusted individual that is likely to have other powers as well.

Comfed wrote:[*]Higher influence cost for performing actions such as using border control

I'd say that's automatically covered by the higher cost for ROs anyway.
