I have gotten a recruitment telegram and my nation is 1 months old. I thought only new nation's got these.

Recruitment telegrams may legally be sent to any nation in the world. If you don't wish to receive them, use your Filter in Telegram Preferences.

I always keep Recruitment telegrams off.
If I turned it on Recruitment telegrams I'd get a lot of them.

Usually only new nations get them, but you can send them to others.

nations are most likely going to stay if they have been there for a long time.
