This would be very useful if a founder were to cte but did not want to let the region be founderless.

You can do this all you have to do is empty the region out right before it updates then refound it with the new founder.

Yes, but what the region stands to lose is massive.

Then the new founder can't really be called 'founder'. I can also see this making it more difficult for finding good raid targets.

The thread I usually link to when this comes up is this one: viewtopic.php?p=30044813#p30044813 - as that addresses the standard downside to "founder succession" (i.e. there's little incentive not to do it, and therefore you will drastically reduce the regions available to raid).
